She helped develop and execute the department's Focus on Four Crime Reduction Plan that changed the way officers police in the City of Tampa. The result is a safer city. During her 26-year career, Chief Castor has served in nearly every capacity within the Department. As a pioneer in homeland security, her leadership has made Tampa less vulnerable to a terrorist attack and better equipped to respond to a natural disaster. She served as the chairperson of the Urban Area Security Initiative for six years and developed the program from its infancy, managing the 56 million-dollar budget. Her dedication to the community reaches far beyond her role within the Tampa Police Department. Chief Castor serves on the board of the Hillsborough House of Hope, is a Big Sister and an active volunteer with a long list of organizations. Chief Castor graduated from University of Tampa where she attended on volleyball and basketball scholarships. She has been inducted into the University's Athletic Hall of Fame.
